Following to be deciphered by personal staff. The Foreign Office desire
to send Sir Mark Sykes on temporary Political mission to Syria, owing to rapid
envelopments of your campaigns, which confronts both British and French
overnments with a number of problems. With your concurrence and the
proviso that Colonel Sir Mark Sykes will be subject to your authority and

(а) To report on the requirements of Political Staff.
(б) To advise in detail co-ordination of Anglo-French Political Liaison
from point of view of Eastern Committee and with regard to

(d) To enquire into and report upon questions of eventual introduction
of provisional civil administration in Palestine when military
situation permits. ^

The post-war garrison of Mesopotamia is being considered here, but owing
to the uncertainty of the political situation throughout the middle east and the
extent of the frontiers, we cannot at present forecast its exact strength and
functions.
Reference para, three. Your suggestions regarding future composition of
peace garrison are noted ; but must he grouped into large formations for train
ing purposes.
