That the Wilayats of Basrah and Mosul should be united with Baghdad.
That the position of British Political Officers should be as it is now, and
that the relations between them and the Shaikhs and between the Shaikhs
and their tribes should remain unchanged. They add that they will not
accept Prenchmen or Americans. This follows a long discussion on the
possibility of an Arab Amir. The general opinion on this subject is that
whilst in thory it is a good thing, in practice no suitable candidate could be
found. There was free^discussion of the candidature of a son of the Sharif
which they definitely rejected.
On the same day and in ignorance of the decision came to in £ Amarah, the
Shaikhs of Qurnah came to almost^ exactly the same conclusion. They have
presented written document^ to this effect. It is difficult to gauge opinion
m Basrah. The Political Officer has, however, entered into very frank dis
cussion on the subject with leading personalities and has recorded their in
dividual personal views. Opinion is_ unanimously in favour of direct British
dministration with the ultimate aim, as in India of instructing Arabs in
the Art of Government. There is a general desire to see the Arab element

regard the idea of the appointment of an Amir as in accordance with Arab

Arrangement

The contents of the volume are arranged in approximate chronological order from the rear to the front of the volume.

The subject 4722 (Mesopotamia) consists of ten volumes, IOR/L/PS/10/755-764. The volumes are divided into twelve parts, with parts 1, 2, 3, 4, 5, 6, 8, 9, 11 and 12 comprising one volume each. Part 10 is missing. Part 7, entitled ‘Mesopotamia: Sir A. Wilson’s invitation to Syrian Baghdadis’, was transferred to File 5268/20 Parts 1 and 2 (see IOR/L/PS/10/913).

Physical characteristics

Foliation: the foliation sequence (used for referencing) commences at the first folio with 1 and terminates at the last folio with 334; these numbers are written in pencil, are circled, and are located in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Multiple intermittent additional mixed foliation/pagination sequences are also present. The foliation sequence does not include the front and back covers, nor does it include the leading and ending flyleaves. The sequence contains two anomalies: f 181a and f 181b.
