formulate any plan to repatriate this body of refugees or
for their eventual disposal. They are costing us rather
more than £2000 a day. It seems likely that there wil1
be no serious difficulty in obtaining shipping once a
decision has been readied as to their destination.
According to advices received from various sources

Out of some 14,000 persons 4/5ths originally came
from the regions Fast of the line Fzerum-Bitlas; the small
balance coming from Constantinople or oilesia. This
figure of 14,000 should be considered to cancel that of
16,000 reported in my telegram of 26th August 10320, the
balance having been disposed of by direct migration by
land or in other ways and are no longer on our charge.
Letters are frequently received by Armenians now at
Basrah from friends and relations urging their return.
Director of Repatriation suggests that it might be possible
to get into touch at Batoum with a representative of the
Armenian Republic. If a satisfactory settlement could be
reached with the latter it would then be possible to ship
the refugees direct to Batoum and there would presumably be
no difficulty in arranging for their passage through
Georgian territory. Another possible Port for direct

transit would be Trebizend but this would involve negotia
tions with the Turks.

It mainly covers conversations between British and French officials regarding the Christian (mostly Assyrian and Armenian) refugees in the refugee camp at Baqubah [also written Ba’qubah, Ba’quba and Baquba] in Mesopotamia [approximately corresponding to present-day Iraq], and their possible repatriation.
Related matters of discussion include the following: the health of the refugees; background; labour capacity; expenses and payments of the refugee camp; administration of the camp and its economic challenges; transportation for repatriation. Included in the correspondence are letters from Surma Khanin D’Mar Shimun describing the situation of the camp and asking for changes to the camp, and for the return of the Assyrians and Armenians. In addition, there are some inquiries received by British officials from Christian Assyrians. Also mentioned are the following: the ‘Christian Army of Revenge’, French propaganda among the Assyrians, Assyrio-Chaldean [Assyro-Chaldeans] refugees in Russia, and the American Mission.
