Assyrians would be quite capable of protecting their own interests
If they were equipped and armed by H.M.GK at a cost which would com
pare favourably with the present expenditure Incurred on their main
tenance at the refugee camp at Baqubah* I told him that wo were quite
as anxious m h# was for the closing down of the refugee camp and that
I would bring the matter up again and let him know shortly whet had
been decided*
I venture to suggest a solution of this problem which might not
only satisfy both the Persian and Turkish Assyrians, but would also go
some way towards meeting the demands of the Persian Govt, for territor
ial aggrandisement, Would it not be possible for us to invite Surma
Khanum and Dr. Yon&n as the respective representatives of the two
communities to come to an agreement by which the Urumle Assyrians could
be repatriated to their own country inside the Persian border, the
Turkish Assyrians encouraged to settle in the neighbouring areas on
what Is now the Turkish side of the frontier, and both communities
placed under the nominal suzerainty of the Persian Govt? !e are spend

It mainly covers conversations between British and French officials regarding the Christian (mostly Assyrian and Armenian) refugees in the refugee camp at Baqubah [also written Ba’qubah, Ba’quba and Baquba] in Mesopotamia [approximately corresponding to present-day Iraq], and their possible repatriation.

Related matters of discussion include the following: the health of the refugees; background; labour capacity; expenses and payments of the refugee camp; administration of the camp and its economic challenges; transportation for repatriation. Included in the correspondence are letters from Surma Khanin D’Mar Shimun describing the situation of the camp and asking for changes to the camp, and for the return of the Assyrians and Armenians. In addition, there are some inquiries received by British officials from Christian Assyrians. Also mentioned are the following: the ‘Christian Army of Revenge’, French propaganda among the Assyrians, Assyrio-Chaldean [Assyro-Chaldeans] refugees in Russia, and the American Mission.
