Minute Paper.
The Foreign Office,, after in their letter of
the 11th June leaving the decision to the
Secretary of State for India, now in effect
complain of the action taken, and ask to be
excused from any responsibility. It is to be
remarked that the Foreign Office,while putting
forward some tentative objections,have never in
the course of the previous correspondence taken
up an attitude of decided opposition to Sir
A.Wilson's scheme, nor have they proposed any
alternative, except one which was thought, for
reasons given, to be impracticable. It appears
indeed that the Foreign Office would be equally
unwilling to accept responsibility for any policy
in regard to these refugees. In the circumstances
this letter seems uncalled for. There is little
or nothing that is substantially new in it.’ The
Foreign Office have not previously marshalled their
objections, or mentioned some of them at all, but
the objections in themselves are not new and must
be supposed to have been present in the mind of the
Foreign Office when they decided that it could be
left to the Secretary of State for India to
decide what was to be done. A draft letter to the
Foreign Office is submitted, which could be
considerably shortened if this is thought preferable.
A review of the papers in this file brings to
light a curious point.
An outstanding factor in the discussion, and one
which is possibly the main ground of the complaint
from the Foreign Office, is that it was not known

It mainly covers conversations between British and French officials regarding the Christian (mostly Assyrian and Armenian) refugees in the refugee camp at Baqubah [also written Ba’qubah, Ba’quba and Baquba] in Mesopotamia [approximately corresponding to present-day Iraq], and their possible repatriation.
Related matters of discussion include the following: the health of the refugees; background; labour capacity; expenses and payments of the refugee camp; administration of the camp and its economic challenges; transportation for repatriation. Included in the correspondence are letters from Surma Khanin D’Mar Shimun describing the situation of the camp and asking for changes to the camp, and for the return of the Assyrians and Armenians. In addition, there are some inquiries received by British officials from Christian Assyrians. Also mentioned are the following: the ‘Christian Army of Revenge’, French propaganda among the Assyrians, Assyrio-Chaldean [Assyro-Chaldeans] refugees in Russia, and the American Mission.
