My dear Mr. Percy,
Thanlc you for your letter. The people have been
repatriated to Mosul, on their way to be settled in the plains
along the Turko-Persian border, that is, East of Gawar - to
Lake Urmia &c. as the British Government planed before.
This repatriation is being carried on, under administration of
Petros, the part of people who refused to go, were frightened
that if they refuse, they will be scattered in all Mesopotamia,
every two or three families in one village. Of course, as you
inow, when one has got refugees in hand, who are under the
obligation of protection and food, one can do with them what
he wishes. They nave to submit to government . The Patriarch
was appointed my nephew David’s son Isha (Jesse) his name,
by the approval of all people, but he is only consecrate!
Metropolitan for present. The British Government stopped
ins consecration as a Patriarch, because that is one of
Petros’ conditions, not to have a Patriarch now. Petros is
, carrying on British plan but most heartily Roman
Catholic , whose great friend he is, and he knows the
only cnanoe for him to rule is, to get rid of Church.

It mainly covers conversations between British and French officials regarding the Christian (mostly Assyrian and Armenian) refugees in the refugee camp at Baqubah [also written Ba’qubah, Ba’quba and Baquba] in Mesopotamia [approximately corresponding to present-day Iraq], and their possible repatriation.
Related matters of discussion include the following: the health of the refugees; background; labour capacity; expenses and payments of the refugee camp; administration of the camp and its economic challenges; transportation for repatriation. Included in the correspondence are letters from Surma Khanin D’Mar Shimun describing the situation of the camp and asking for changes to the camp, and for the return of the Assyrians and Armenians. In addition, there are some inquiries received by British officials from Christian Assyrians. Also mentioned are the following: the ‘Christian Army of Revenge’, French propaganda among the Assyrians, Assyrio-Chaldean [Assyro-Chaldeans] refugees in Russia, and the American Mission.
