1. Under present arrangementa there exists no scheme for the periodical
exchange of officers and instructors between units in the field and their depots
in India. The permission recently granted {Diary No. 32483) to Commanding
Officers and Second in Command to visit depots and their units in India when
on leave will, it is hoped, do much to secure close co-operation, but it is consi
dered this might be increased.
2. Instructors at the depot get out of date and lose interest if left there
too long, while officers with units in many cases do not realise the difficulties
with which a depot commander has to contend.
3. By periodical exchanges the balance of promotion between the unit
and the depot can be kept more even—a matter which has caused considerable
difficulty in the past.
4. I theref >re recommend that:—
(a) The limits of tours of duty at the depot in India of British Officers
who are fit for service, should be fixed as under :—
Depot Commanders—1 year.
Other British Officers —6 months.
(&) An annual exchange, between units in the field and their depots in
India, of the following Indian instructors should be enforced :—
Indian Officers ... ... 2
Indian non-commissioned officers 12
