Basis for policy regarding defence of oil ^fields has been arranged
between Anglo-Persian Company and Bakbtiari Khans. See report of com
mittee held at India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , dated 8 tk October 1915, by which necessary protec
tion for oil fields was found by Khans. This system has worked well but
instructions laid down in War Office No. 25258 of November 20 th 1916 (Dy.
No. 93062) of 1916, modified the system authorizing military guards for
important points. A suitable guard with machine guns was then sent to the
power station at Tembi which is now in a strong state of defence. This move
was objected to by Bakhtiari Khans as signifying mistrust of their promises but
Cox settled the matter amicably in January 1917. Such information as has
been obtained from Political Officer in South West Persia and from Tehran
tends to show that reversal of policy would weaken our position and that of
present Ilkani, who is able and willing to maintain order in oil field. Please
state in view of the above what policy is to be adopted in the matter.

A. —Following movements reported by confidential Persian Agent, April
2nd. 15 German sailors with W. T. equipment left Aleppo for Mardin (s^) and
Mosul, April 5th. For railway work at Demar Kapu Khan 70 Germans left
Aleppo. April 6 th transport vehiches to the number of 300 (belonging to
Army Contractors) left Aleppo for Deir-ez-Zor and other places on Euphrates.
April 27th 200 Arab Gendermerie left Aleppo for Deir-ez-Zor.
B. —He states shortage of petrol. Motors were arriving at Aleppo by rail
instead of by road.
C. —He states “ Railway at Mardin started running about 17 th April.’*
