General.
266. This subject will be considered under (a) Pay and Leave of n.c.o.’s and
Men ; (b) Pay and Leave of Officers : and (c) Allowances in Kind.
(a.) Pay and Leave of N.C.O Is and Men.
Pay.
267. In calculating the rates of pay which they recommend the Commission have
done so on the following assumptions that—
(i.) There is a modified bonicheh system of recruitment.
(ii.) That the man is provided by the State with all his necessaries as a soldier,
viz., food, clothing, lighting, fuel, washing and baths.
(iii.) There will be no khanevari, rates of pay having been increased in lieu.

Specialists' Allowances.
268. In the case of specialists (signallers, machine gunners, &c.), who should
receive extra pay in consideration of their qualifications, the Commission consider
that all such should be classified in five groups. Regulations should define to which
group each class of specialist should belong. Specialists allowances are recommended
as follows in krans per month :—

This volume contains correspondence, memoranda, reports, telegrams and minutes. It mainly covers conversations between British officials regarding military affairs in Persia [Iran].

Related matters of discussion include the following: appointment and nomination of administrative officers, mainly covering salary, travelling expenses, pay rate, channels to be paid, official visits and transports, and adjustments. Also discussed are the conditions of serving on the commissions, the organisation and recommendation of improvements on the commission.

The volume also covers the relationship between the Persian Government and the Anglo-Persian Military Commission and the possible service of British officers in the Persian Army. Also mentioned is the supplying of munition and equipment to the Persian Government, as agreed in the Anglo-Persian Agreement.
