(xiv.) Supply of Officers, System of Promotion and Status of Officers.
Supply of Officers. .
227 The Commission recommend that officers be obtained from two sources--(fl)
the cadet college referred to in sub-head xv, and (5) the ranks.
In the case of (a), cadets who pass successfully through the course at the college
should he appointed aspirans and posted to a regiment, being promoted naib II after
eighteen months’ regimental duty if reported on as m every way fit to be officers.
As regards (b), the Commission recommend that a certain number of N.c.o. s, who
are reported by their commanding officers as fit in every respect to be officers, should
be appointed Aspirans and promoted naib II after six months satisfactory service as
such. It is unnecessary to impose on aspirans from the ranks so long a probationary
period as in the case of those appointed from the cadet college, as the former will be
already accpiainted with the greater part of then regimental duties.

Notification of Appointments.
228. The Commission recommend that all appointments as aspirans andall
promotions to higher rank should be announced in the official “ Tehran Gazette as
having been approved by His Imperial Majesty the Shah with effect from a certain
date, and that the notification in the “Official Gazette” should form the evidenced
the officer’s rank and seniority, for all purposes.
Army Lists.
229. The Commission recommend that for the purpose of promotion, there should
be one list for each of the combatant arms, and one for each of the departmental
services. There would thus he an establishment of officers for each arm or sernce
according to the strength of the army.
Owing to the heterogeneous nature of Persia’s armed forces at present, tue
Commission consider that the preparation of an army list is of first importance, aud
that it should be undertaken by a Committee representing the various bodies At
are to come into Persia’s future uniform national army, that in assigning seniority 11
the army list and calculating the previous service which each officer should be entitle
to count towards pensions, &c., not only length of service in previous formations, bd
the qualifications exacted in those formations should he taken into consideration.
System of Promotion.
230. Promotions should only he made to fill vacancies in the list of the arm ®
service to which the officer belongs. The Commission recommend that up to the ra Q r
of yavar, 75 per cent, of such vacancies should be filled by seniority, provided t e
seniors in question are reported by their commanding officers and the general officer
commanding the area as fit in every respect for promotion. The remaining p eI
cent, of the vacancies, or one vacancy in every four to be filled by selection from sm
officers whose rapid advancement would be in the interests of the service. Promotion
to the rank of naib sarhang and above should be by selection only. r

This volume contains correspondence, memoranda, reports, telegrams and minutes. It mainly covers conversations between British officials regarding military affairs in Persia [Iran].

Related matters of discussion include the following: appointment and nomination of administrative officers, mainly covering salary, travelling expenses, pay rate, channels to be paid, official visits and transports, and adjustments. Also discussed are the conditions of serving on the commissions, the organisation and recommendation of improvements on the commission.

The volume also covers the relationship between the Persian Government and the Anglo-Persian Military Commission and the possible service of British officers in the Persian Army. Also mentioned is the supplying of munition and equipment to the Persian Government, as agreed in the Anglo-Persian Agreement.
