System of Supply.
205. Ihe following is the system of supply which the Commission recommend :
The supply authorities should notify the Military Finance branch of their
requirements for the year. The Military Finance branch will then purchase by
contract or directly from the producers or obtain the supplies required from the
finance (Mafia) Department.
If the purchase price does not include delivery at the supply depot required,
which should be the case whenever possible, “ Q ” branch of the staff will arrange
for its collection at the time required by the supply authorities.
In all areas, except the Southern, South-eastern and South-western, the amount
of wheat and barley due to be paid to the Finance (Malia) Department as revenue in
kind will be sufficient for the needs of the troops.
The 1 inance Department should hand over to the military authorities their
requirements in wheat, barley and, as far as possible, those in straw.

Personnel of the Supply Service.
206. The Commission recommend that in each area there should be an officer
termed the “ Officer Commanding Supply Services,” who should command and
administer the supply service in the area. At Army Headquarters there should be
a “ Director of Supply Services,” whose section should be part of the Quartermaster-
GeneraFs Department.
207. The Commission do not consider it possible to lay down a detail for the
supply establishment in the different areas, as this must necessarily depend on the
number of different garrisons and posts to be maintained, but it is thought that the
following would represent the probable minimum for each area :—

Scales of Rations.
208. The scales of rations for personnel is dealt with in sub-head xix. As
regards animals, it is recommended that there be two scales of rations, a high and a
low, according to the work being done by the mounted or transport units in question.
High or low scales to be authorised by the officer commanding the area or an officer
deputed by him. The following are the scales recommended by the Commission : —

The high scale of straw could be combined with the low scale of oar ley
Substitutes such as beetroot, carrots, lucerne, &c., could be issued when available, an
approximate ad valorem reduction being made in the barley or straw ration.
Lucerne, &e., should also be issued in addition with the sanction of officers
commanding areas on the recommendation of veterinary officers.
Source of Supply of Personnel.
209. Officers and n.c.os. for the Supply Service should be obtained, ae recom
mended in the case of the Works and Ordnance Services, by volunteers from the army
who desire such employment intending applicants doing a course at some aige supp }
depot.

The correspondence in the volume is mostly internal correspondence between British officials of different departments. The principal correspondents are: Acting Under-Secretary for Foreign Affairs; Director of Military Intelligence; War Office; and British Legation, Tehran.
