carefully and economically spent. The preparation of the Budget will be undertaker,
by him with the assistance of the Headquarter Staff, for submission to the War
] 17 '[h,, chief of the Staff is responsible for the co-ordination of the work of
the various Departments and branches of the staff. He has under him five branches,
VIZ.
(a) The Operations branch.
(b) The Quartermaster-General’s branch,
(c.) The Adjutant-General’s branch.
(d) The Medical branch.
(e.) The Aviation branch.
These branches are again sub-divided into sections dealing with ceitain subjects, as
shown in Appendix IV. The Chief of the Staff will formulate the requirements of the
army in men, stores and material for submission to the I.G.F., aiid will be responsible
for their distribution when approved.
118. The Chief of Military Finance will be responsible for. the issue of all pay
for the audit of army accounts and for the purchase of all materials, supplies and
stores within the limits sanctioned in normal or supplementary Budgets. He will
prepare the Budget in consultation with the Chief of the Staff for submission to the
I.G.F., who will present it to the War Minister.
119. The Channel of Communication should be as follows : All correspondence
from areas to headquarters and vice versa will be addressed to or from area
commanders and the, Chief of the Staff or Chief of Military Finance respectively.
In routine or unimportant matters staff officers or heads of sections would sign
correspondence “ for ” their chiefs.
(vi.) Organisation of the Headquarters of Command Areas.
120. The organisation which the Commission recommend for the headquarters
of commands is shown in a graphic form in Appendix V. The principles on which
the Commission have drafted this organisation are the same as those referred to in
the preceding paragraphs dealing with the War Office. Command headquarters,
as recommended, are a reproduction, on a small scale, of the War Office. The Chief
Staff Officer and his assistants in the different branches perform functions analogous
to those of the Chief of the Staff and heads of branches at the War Office, while the
Chief Financial Officer of an areia is the representative of the Chief of Military
Finance.
121 The Commission desire to emphasise the point that while military
commanders of areas and their officers should at all times afford military support (e

Also discussed are the conditions of serving on the commissions, the organisation and recommendation of improvements on the commission.
The volume also covers the relationship between the Persian Government and the Anglo-Persian Military Commission and the possible service of British officers in the Persian Army.
