304. As regards the Aviation Service, there exists at present no Persian personnel
with any aviation training, and special arrangements are therefore required for starting
this service. The Commission recommend that complete flights, as proposed m the
scheme, be obtained from Great Britain, the equipment and machinery by purchase
and the personnel on temporary loan. As soon as rhese arrive, Persian officers and
men should be selected for duty with the Aviation Service, and as men are trained in

305. The Commission strongly recommend that at the same time, that the
reorganisation of the Army is taking place, the increase and leorganisation of the
Police recommended in paragraph 104 be undertaken. At the piesent time, there are
large numbers of troops and gendarmerie carrying out police duties only, and until
there are sy^icient police to carry out these duties, the reorganisation of the Army will
he impeded and delayed. # . .
306. The undersigned members of the Mixed Commission after lully considering
and discussing the military needs of Persia hereby submit the result of their
deliberations to the Cabinet for their consideration, the Cabinet being fully informed
as to the situation and needs of the country.
