Chapter III.
REVIEW OF PERSIA’S MILITARY INSTITUTIONS AND LAWS.
fi 4 General —Apart from the armed forces mentioned in Chapter II the Wf,'
Office certain educational establishments, the Arsenal, the Government band and
existing medical institutions remain to be mentioned , ,,
fi5 g War 0ffi.ce. —According to “General regulations for the Central organisa
tion of'the War Office ” published in 1917, the War Office is organised as. follows.
There is an Army Council consisting of the Director and Assistant Director of the
following departments : Military Administration, Stores, Medical Services, and also
the Chief Accountant and the Chief of the Central Tribunal.

(a.) Assisting the War Minister. , _ „ „ TT
(b.) Dealing with offences committed by the Chief or the Stall of any Head-
quarters.
In addition to the above the Army Council is responsible for drafting all rules
and regulations appertaining to the administration of the Army.
There are eight departments in the Ministry of War, namely :—
(1.) Department of the Minister of War.
(2.) Department of the Secretary of the War Office.
(3.) Department of Military Administration.
(4.) Department of the Chief Accountant.
(5.) Department of Military Stores.
( 6 .) Department of Military Personnel.
(7.) Department of Medical Services.
( 8 .) The Central Tribunal.
The Minister of War, in addition to the normal duties as laid down in European
countries, has certain duties to perform such as Inspection of the various military
formations,” “ devising means for the moral improvement of the army,” u appointing
deserving persons to suitable posts.” There are directly attached to him, an
assistant Minister, an Inspector General and two adjutants.
The Department of the Secretary of the War Office is the clerical office for the
distribution of correspondence.
The Department of Military Administration is organised in three sections, viz.
Infantry, Cavalry and a combined Artillery and Engineering section. The personnel
consist of a Director, three Assistant Directors and some assistants. This depart
ment carry out the duties of a General Staff in a very modified form, combined with
portions ot the^ duties usually carried out in either the Adjutant-General’s or

This volume contains correspondence, memoranda, reports, telegrams and minutes. It mainly covers conversations between British officials regarding military affairs in Persia [Iran].

Related matters of discussion include the following: appointment and nomination of administrative officers, mainly covering salary, travelling expenses, pay rate, channels to be paid, official visits and transports, and adjustments. Also discussed are the conditions of serving on the commissions, the organisation and recommendation of improvements on the commission.

The volume also covers the relationship between the Persian Government and the Anglo-Persian Military Commission and the possible service of British officers in the Persian Army. Also mentioned is the supplying of munition and equipment to the Persian Government, as agreed in the Anglo-Persian Agreement.
