At meeting yesterday Minister of Justice began by
^ queotioning right of Indo-European Telegraph Compeny to
taKe over Tehran-Bushire line if department disappeared.
I interrupted a long discussion by saying that His
Majesty’s Government declined to admit Persian
repudiation of 1913 agreement. Minister of Court main
tained that as no concession could be given or prolonga
tion of that (grp.omtd.) without consent of Majlis
agreement was invalid. He then asked what had His
Majesty's Government to lose if Persian government paid
up all liabilities. I said that payment would be
insufficient without compensation to the department
which had incurred liabilities in good faith for
personnel etc. Moreover, disappearance of department,
would inevitably entail immediate diversion elsewhere of
transit traffic which constituted not merely an economic
advantage to Persia but was of benefit to British
international trade. I added that if the question went
to arbitration His Majesty's Government would have very
strong case. Minister was impressed by transit traffic
argument and had evidently not considered possibility
oi claim for indemnification to department. Finally he
asked Mr. New for statement of amount for which Persian
government would be liable. Roughly I understand this
would be about £150,000. ' • •
