I have- passed on your telegram dated 4th May to Foreign
Office^ but have suggested that it will probably be thought
inexpedient to complicate present telegraph negotiations
with Persian Government in the way you indicate as such action
might delay and make more difficult a satisfactory solution
of the telegraph questions 0 I have further suggested for
consideration of Secretary of State for Foreign Affairs that
in order to prevent Persian Government from feeling themselves
aggrieved by having been kept without information regarding
proposed transfer 9 the position should be explained to Sir R 0
Clive for his information and guidance in his conversations
with Persian Government* and that possibly the best course would
be that he should say to Persian authorities* when present
telegraph negotiations with them are within measurable distance
of being concluded* that they may be glad to hear that
Government of India have received and are considering proposals
for the transfer to a Company of that part of system which is
not being transferred to Persian Governmento
