1603. Men are constantly arriving at Base Depots from up river, either as escorts
or for other purposes, without papers or instructions as to their disposal.
Such men are to be in possession of definite written instructions, and, in the case
of escorts, the non-commissioned officer in charge is to be given written instructions as
to the early return of the party to its unit.
Details proceeding to the Base are to be accompanied by their kits on all occasions.
