L—FINANCE.
Family Allotments of Subordinate Personnel of the Civil ADMINISTRATION..
262. 1. With effect fromlst April 1920, steps will be taken to discontinue the adjustment of
Family Allotments through the Civil Government Accounts of all personnel of the'Civil Administra.
tion whose pay accounts are audited by the Deputy Accountant General (Civil) Baghdad, or by the •
Audit Officer, Irrigation and Agriculture, Baghdad.
2. One months notice of the discontinuance of the Family Allotment, will be given by the
Audit Office to the individual concerned through the head of his office, so that he can make arrange,
merits to remit privately by Money Order through,the Post Office, or otherwise.
1 3. In the cage’of menials whose substantivepay is Rs. 50 per mensem, or less,' money orders
for the remittances desired will be purchased monthly by the Heads of the Offices concerned, the
amount of the remittance being recovered by them in cash from the pay of the men. Commission
on such money orders will be borne by Government, and should be charged in the Contingent Bin
of the Head of the Office. ,
4. Personnel on “ Military " agreements and “ Military Contracts " (i,e., those recruited through
the Adjutant General in India) will be allowed free Family Remittance Morley Orders until their
Military Contracts terminate or are cancelled. - . .
5. Personnelother than those referred to in para 3 and 4 above will not be, entitled to free
Money Orders.
British Non-GazEtted Personnel.—Pay and Allowances,
263. British personnel serving on " Contracts for service in the Civil Administration of
Mesopotamia for British Personnel other than Gazetted Officials", who are dismissed fo'r miscon-
duct, will be placed on half pay With ration allowance for the period between the date of their',
dismissal and that of their embarkation at Basrah.

II—STORES.
264. The premises occupied at present by Civil Stores at River Street, 6/12 will be closed on the
29th March . and all Stores will be transferred to new premises now in course of erection at the
Bustan. Shamaliyah, South- Gate, close to the Central Administration Offices.
Civil Stores will re-open at the new premises on or about the 10th April..
' STATIONERY.
These Departments, will be transferred to Khan Kubba, Exchange Square, pending completion
of new premises adjoining the Baghdad Government Press. k
Typewriters. . •
/ It has, been noticed that 75 per cent. Of the typewriters returned to Civil Stores for repairs have
been rendered unserviceable through over-lubrication and insufficient cleanliness of all moving
parts. The surplus oil holds dirt, clogs the bearings and renders the machine stiff to work; force
is used to releaseparts which have stuck, arid thereby breakages occur. - .
Head Clerks are to be held personally responsible for the care of typewriters in their offices ;
the Director of Civil Stores is to report cases ofgross neglect of typewriters to the Officer concerned,
with a view to disciplinary action being taken.

The volume comprises copies of ‘Civil Administration of Iraq, General Circulars’. These are weekly compilations of general circular letters and notifications produced by, or relative to, the Civil Administration of Iraq. The copies were sent by the Office of the Civil Commissioner, Baghdad, to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the Foreign and Political Department of the Government of India, from 7 January (issue No. 1) to 1 November 1920 (issue No. 44). Issue Nos. 20, 22, and 23 are not present in the volume.

Generally, each publication is divided into three parts. The first part relates to personnel matters within the Administration, such as appointments, dismissals, leave, examinations, and honours and promotions. The second part concerns recent notifications, circulars, and General Routine Orders (GROs) which cover a wide range of subjects connected to the Administration of Iraq, including finance, health, politics, veterinary science, transport, local (often distinguished as Arab and Kurdish) levies and gendarmeries, utilities, rationing, and numerous other miscellaneous matters. The third part consists of annexures usually directly related to the first two parts and often including tabulated lists of maps.

Notable within the volume are the following documents:

  • A copy of a letter from the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. to the Civil Commissioner, Baghdad, requesting a report on armed resistance to British occupation in Mesopotamia as mentioned in a recent General Circular (f 218)
  • A genealogical table of the Shammar tribe of Central Arabia (f 161)
  • A small booklet entitled ‘Note on Trees and Shrubs in Baghdad’ by the Director of Agriculture, Baghdad, dated 1920 (ff 96-102)
  • A leaflet published by the British Museum (Natural History) entitled Directions for Preparing Small Mammal Skins , dated 1920 (f 85)
  • Transcripts of debates on Mesopotamia held in the House of Commons and the House of Lords (ff 60-77)
  • A leaflet entitled ‘Agricultural Leaflet No. 5: Flower Gardens in Mesopotamia’ (f 19).

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.
