and the actual value of the stamps in hand should be checked against the “Balance of Stamps at the

4. The Register should be examined and checked at least once,a week by the Superintendent
or Head Clerk, who should also check at the same time the actual value of Service Stamps in hand
at the time of examination of the Register,
A note of such Examination should be recorded in ink in the Register by the Superintendent "or

tendent, Government Press, Basrah, from whom furthersupplies may be obtained. Until the initial

. '450. Reference Force Instructions (Mesopotamia) No. 13 of 1920.
1. With a view to reducing unnecessary accounts work and to secure prompt accounts adjust-,
merit as far as possible, the prepayment system must be followed by all officials of the Civil Adminis
tration w.en articles, are obtained on payment for personal use. ■
2. The same procedure must also be followed as far as possible when any articles, the cost of
which is debitable to General Revenues, Municipal Revenues, Auqaf arid'other excluded civil funds,
are obtained from Army Stores and Departments?
III.—HEALTH.
Hospital Treatment.
451. The attention of all Civil Surgeons concerned is directed to the following:—
A. G.R.O. 247, dated 5tht March, 1920. . -
All sick from organized Labour Corps,^whether local or overseas, who are in Military employ-
ment are to be admitted to Military medical units, and not sent to Civil Hospital.
B. General Circular No. 676, dated November,, 1919.
Employees of the Civil Administration requiring hospital treatment should wherever possible.
. be admitted to Civil Hospitals. -- 5
In cases where this is not possible the Civil Surgeon or official authorizing' the admission to
Military Medical Units will send a statement with _ the patient certifying that no Civil
Hospital accommodation is available; a copy of this statement will be forwarded to the
Secretary for Health, Baghdad. . '
C. Wherever possible arrangements should. be made in all Divisional Hospitals to provide
hospital' accommodation f oi* employees of the Civil Administration of allclasses.
Hospital treatment of local NOTABLES.
.4 52. Shaikhs and local notables sent for hospital treatment will be required to pay the usual “
fees unless in possession of a letter from the 'Political Officer of their Division specifically asking for \
free treatment.
MICROSCOPES.
45 3. Reference General Circular No. 187 of 18-2-1920. The list of Medical Officers for whom
Microscopes are sanctioned is amended as follows:—

The volume comprises copies of ‘Civil Administration of Iraq, General Circulars’. These are weekly compilations of general circular letters and notifications produced by, or relative to, the Civil Administration of Iraq. The copies were sent by the Office of the Civil Commissioner, Baghdad, to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the Foreign and Political Department of the Government of India, from 7 January (issue No. 1) to 1 November 1920 (issue No. 44). Issue Nos. 20, 22, and 23 are not present in the volume.
Generally, each publication is divided into three parts. The first part relates to personnel matters within the Administration, such as appointments, dismissals, leave, examinations, and honours and promotions. The second part concerns recent notifications, circulars, and General Routine Orders (GROs) which cover a wide range of subjects connected to the Administration of Iraq, including finance, health, politics, veterinary science, transport, local (often distinguished as Arab and Kurdish) levies and gendarmeries, utilities, rationing, and numerous other miscellaneous matters. The third part consists of annexures usually directly related to the first two parts and often including tabulated lists of maps.
Notable within the volume are the following documents:
- A copy of a letter from the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. to the Civil Commissioner, Baghdad, requesting a report on armed resistance to British occupation in Mesopotamia as mentioned in a recent General Circular (f 218)

- A small booklet entitled ‘Note on Trees and Shrubs in Baghdad’ by the Director of Agriculture, Baghdad, dated 1920 (ff 96-102)
- A leaflet published by the British Museum (Natural History) entitled Directions for Preparing Small Mammal Skins , dated 1920 (f 85)
- Transcripts of debates on Mesopotamia held in the House of Commons and the House of Lords (ff 60-77)
- A leaflet entitled ‘Agricultural Leaflet No. 5: Flower Gardens in Mesopotamia’ (f 19).
