2. The claims of Political Officers and Heads of Departments, will be passed by Treasury
Officers without the counter-signature of a higher .official.
3 Political Officers and Heads of Departments will, as heretofore, furnish monthly Horse
Returns to the Director of Remounts with copy to the Deputy Accountant-General, Civil.
4, No sums on account of Horse Allowance will in future be included in Salary bills.
5. For personnel other than Part 1 Officers the previous orders stand.
6. This Circular does not apply to Officers of the Posts and Telegraphs Or of the Irrigation
Directorate.
Postage^ and Telegram Charges.

Additional provision is being made under the head “ Postage and Telegrams" in. the budget
of Departmentsand Political Officers to meet, this expenditure. Actual expenditure 'against the
budget provision should be carefully checked during the financial year and proposals for re-appro-
priation of funds submitted if necessary to the Finance'Secretary.
Pensions And SUBSISTENCE Allowances.
518. "Revised rules re Pensions and Subsistence Allowances” are issued as an Annexure
to these circulars.
Payment Issues from Army Stores and DEPARTMENTS.
519. Reference General Circular No. 450, dated 21st April, 1920.
Officials of-the Civil Administration who- are stationed in Baghdad should pay any amountsl
due from them in respect of payment issues. from military stores and departments, to the account,
of the Command Paymaster with the Eastern Bank Ltd., Baghdad, the payment being supported
by a voucher showing the name and designation of the payer and the service for which the money
is paid. - - - ~ e
This is in substitution of the procedure obtaining in Baghdad prior to 1st April, 1920, under S
which all such payments were made to the Field -Paymaster or F.T.C.O., Baghdad.

Rules Regarding Inspection of Bungalows. .
520. —The following rules regarding inspection of Bungalows drawn by the Secretary to u
Government P. W. D. and approved by the Civil Commissioner, are published for information and. ■
guidance.
1. At present no Inspection Bungalows can be permitted to belong to any special Department. ,
but are equally at the disposal of all officers of the Civil Administration.
. 2. ‘Political Officers of Divisions will forward a list of all existing Inspection Bungalows, which
lists will be published in General Circulars. They will 'divide these buildings into two categories.
(1) Those they recommend should be available for use of all gazetted officers only..
(II) Those they recommend should be equally available for use of non-gazetted officers only.
Political Officers will draw up rules for the care and occupation of all Inspection Bungalows
within their division. ’
3, Qn the formation of the proposed Directorate of Military and Public Works, that Direc
torate will be responsible for the maintenance and upkeep of all Inspection Bungalows. At present
the Civil Public Works, will undertake this duty in such divisions, in which Civil Public Works
exist, and the Irrigation Department in such places where it carries out work for the 'CivilI Works
Department. Failing any such organization exisiting Political Officers of Divisions will temporarily
undertake the duty.
4. All proposals for the construction of new Inspection Bungalows will be submitted in the
first instance to Political Officers of Divisions, and not to the Head of .the Department concerned,
if any. . The Political Officer, if he concurs,, should obtain the approval of the Civil Commissioner,
and if approved enter the item in the annual statement of the Budget under " CIVIL WORKS
BUILDINGS”. ~

521.--Divisional Political Officers should henceforth include a note in their monthly diary on
the condition of Live Stock in their divisions.

The volume comprises copies of ‘Civil Administration of Iraq, General Circulars’. These are weekly compilations of general circular letters and notifications produced by, or relative to, the Civil Administration of Iraq. The copies were sent by the Office of the Civil Commissioner, Baghdad, to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the Foreign and Political Department of the Government of India, from 7 January (issue No. 1) to 1 November 1920 (issue No. 44). Issue Nos. 20, 22, and 23 are not present in the volume.

Generally, each publication is divided into three parts. The first part relates to personnel matters within the Administration, such as appointments, dismissals, leave, examinations, and honours and promotions. The second part concerns recent notifications, circulars, and General Routine Orders (GROs) which cover a wide range of subjects connected to the Administration of Iraq, including finance, health, politics, veterinary science, transport, local (often distinguished as Arab and Kurdish) levies and gendarmeries, utilities, rationing, and numerous other miscellaneous matters. The third part consists of annexures usually directly related to the first two parts and often including tabulated lists of maps.

  • A copy of a letter from the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. to the Civil Commissioner, Baghdad, requesting a report on armed resistance to British occupation in Mesopotamia as mentioned in a recent General Circular (f 218)
  • A genealogical table of the Shammar tribe of Central Arabia (f 161)
  • A small booklet entitled ‘Note on Trees and Shrubs in Baghdad’ by the Director of Agriculture, Baghdad, dated 1920 (ff 96-102)
  • A leaflet published by the British Museum (Natural History) entitled Directions for Preparing Small Mammal Skins , dated 1920 (f 85)
  • Transcripts of debates on Mesopotamia held in the House of Commons and the House of Lords (ff 60-77)
  • A leaflet entitled ‘Agricultural Leaflet No. 5: Flower Gardens in Mesopotamia’ (f 19).

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.
