I HAVE the honour to report to your Lordship that information has reached
the Persian Government that Sheikh Obeidullah, accompanied by his sons and the
Persian Chief Hamza Agha, have now withdrawn across the Persian border and found
refuge in Turkish territory.

I HAVE just received a telegram from Her Majesty’s Consul-General at
Tabreez, dated this day, in which he states that Mirza Hussein Khan, the Sepeh
Salar, has reported to His Royal Highness the Veli Ahd, the complete submis-
sian of Merghever, and adding that there is now a good prospect of order and
tranquillity being completely restored without loss of time upon the Kurdish border.

My Lord, Tehran, October 17, 1880.
WITH reference to my despatch of the 11th instant,* I have the honour
to state that I hear from the Turkish Ambassador that he has received a telegram

from Samit Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. , who is in command of the troops at Van, stating that he had
occupied all the passes by which the Kurds could cross over on to Turkish territory,
and adding that, though individual Kurds may have gone over into Persia to join the
present movement, no Chief or entire tribe had taken part in it. Fahri Bey has
communicated this information to the Shah, who has informed him that he has
instructed the Itimad-es-Saltaneh and Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. Khan, who are respectively advancing,
the former along the eastern and the latter along the western shores of Lake Oroomiah,
to place themselves in communication with Samit Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. for the better furtherance of
the objects they all have in view.
. The Turkish Ambassador lays the blame for all these frontier disturbances on the
Persian Government, and declares that he has constantly, but unavailingly, pressed
for the extradition of Kurdish Chiefs who, having committed crimes in Turkey, have
passed over into Persia, and that these are the leaders and fomenters of movements
like the present one. On the other hand, the Persian Government strenuously
disclaim all responsibility, and accuses Turkey of " purging her confines ” at the
expense of Persia.
No good, of course, results from these mutual recriminations, and the only plan
for preventing the recurrence of frontier disturbances is for the two Governments to
come to that agreement to which they both express their willingness to accede when
