Mr. Goschen to Earl Granville.—{Received November 26, 8 A.M.)
(Telegraphic.) Constantinople, November 25, 1880, 1140 P.M.
I HAVE made further representations to the Porte respecting Sheikh Obeidullah,
and I have been informed by the Foreign Minister that a Commission will be named to
try the Sheikh, his son, and other rebels, and to examine affairs. I shall not fail to
continue to press for the punishment of rebels who have levied war on a friendly Power.
Sultan informed Persian Ambassador that he had sent an Agent to persuade the
Sheikh to return to Turkish territory, a statement which the Ambassador naturally
thought very unsatisfactory.

(Extract.) Tehran, November 28, 1880.
I HAVE just received a telegram from Her Majesty’s Consul-General at Tabreez,
of yesterday’s date, reporting the arrival at Tabreez of a Persian messenger from Souj
Boulak, bringing news from the Persian camp.
He states that effectual measures have been adopted by the Sepeh Salar to prevent
excesses on the part of the Persian forces.
The Mikri and many other Kurdish Chiefs have, he reports, taken asylum in the
Sepeh Salar’s stable, and given in their submission to the Persian Government.

I HAVE the honour to inclose an extract from a private note received from Baron
Jomini, the substance of which I have transmitted to your Lordship by telegraph.
Baron Jomini informs me that a telegram from Tehran states that the Sheikh
Obeidullah, having been defeated by the Persians, has declared that he renounces his
plans.
It states, further, that the Shah begs the British and Russian Governments to
urge upon the Porte the necessity of her taking energetic measures to arrest, disarm,
and punish those of the Kurds who have been guilty. It is only after this that it
would be possible to come to an arrangement for examining into the legitimate
complaints of the Kurds.

UN telegramme de Teheran nous mande que le Scheik Obeidullah, repousse par
les troupes du Schah, a declare qu’il renonait a son plan. Le Schah demande que
l'Angleterre et la Russie pressent la Porte de prendre des mesures energiques pour
arreter, desarmer, et punir les coupables. Ce n’est qu'aprs cela qu'une entente
pourrait se faire afin d’examiner les griefs legitimes des Kurdes.
