j’ai adress les recommendations necessaires au Mutessarif de Hakiari, aux Camacams,
et aux Chefs de tribus. J’ai en meme temps invit particulidrement le Mutessarif a
se rendre en personne dans les localites ou sa presence serait ndcessaire et a vouer toute
son attention au maintien de I’ordre et de la securite publique. D‘ autre part, en me
servant d’intermediaires stirs, j’ai prevenu sur un ton dnergique les Chefs de tribes et
autres d’avoir, vu les exigences de la situation et des lieux, a d viter des actes pouvant
donner lieu a des plaintes.
Dans le vilayet il n’est passe jusqu’a present, Dieu merci, rien qui mdrite d’etre
notd. Aujourd'hui plus que jamais, des personnes malintentionndes cherchent a exagdrer
outre mesure le moindre incident. Mais l enquete ne tarde pas souvent a retablir la
vdritd ; nous avons soin de divulguer au fur et a mesure la nature et l’importance de
chaque cas.
Ainsi, dans la nuit du Jeudi dernier, on a fait grand bruit dune affaire ou l’on
disait que les brigands auraient enicvd 800 moutons de Gddi Kilissa, a deux heures de
distance de Van. Ce bruit a trouvd meme de l'echo au Consulat de Russie. Aussitt
deux colonnes ont dtd expdies sur les lieux afin de se livrer a des investigations.
En ce moment, le nombre des moutons enleves se rdduit, toujours au dire des
pretres de 1’dglise, a trente. Cette manire d’exagerer 1’importance d’un petit incident
corrobore ce que j’ai eu 1’honneur d’exposer plus haut a votre Altesse.

(Telegraphic.) July 12, 1880.
TELEGRAM of the 2nd July (o.s.) received. In accordance with the orders of
your Highness, I have addressed the necessary recommendations to the Mutessarif of
Hakiari, to the Kaimakams, and to the Heads of tribes. I have at the same time
particularly invited the Mutessarif to go in person to the localities where his presence
may be necessary, and to devote his attention to the maintenance of order and of
public safety. I have, moreover, by trustworthy agents, warned in energetic language
the Chiefs of tribes and others, according to the requirements of the situation and
the places to avoid acts which might give rise to complaints.
In the vilayet nothing, thank God, has as yet happened which deserves notice.
Now, more than ever, evil-intentioned persons seek to exaggerate beyond measure the
least incident. But an inquiry generally establishes the truth; we take care to publish
without delay the nature and importance of each case.
Thus, in the night of Thursday last, a great noise was made about an affair in
which it was said that the brigands had carried off 800 sheep from Gddi Kilissa, at
two hours distance from Van. This report was even heard at the Russian Consulate.
Two columns were at once dispatched to the spot to make investigations.
At this moment the number of the sheep stolen is reduced still, according to
the testimony of the priests of the church, to thirty. This system of exaggerating
the importance of a small incident corroborates what I have had the honour to state
above to your Highness.

I HAVE received your Excellency’s despatch of the 3rd instant, informing
me of the repeated representations which you have made to the Porte with a view to
putting a stop to the depredations of the Kurds on the Turco-Persian frontier, and I
