Following is with reference to letter from Boulton Brothers forwarded by
mail of April 10th. I have informed firm that there is no objection to opening
at Basrah branch of Alliance Bank of Egypt on clear understanding that it is
an ordinary commercial transaction undertaken entirely at their own risk and
that no special favour or consideration at the hands of His Majesty’s Govern-
nient or local authorities must be looked for.

On June 20th I visited Sulimaniyah by air and saw Political Officers who
had been interned by Sheikh Mahmud. Effect of the capture of this man and
of his principal adherents and complete dispersal of his forces had been excel
lent, and do not anticipate more serious trouble. Rising was clearly contrived
by Sheikh Mahmud for his own purpose and he had not at any time any
popular support.
His downfall will have a sobering effect on other would be dictators.
