To—The Secretary to the Government of India in the Foreign and Political
Department.
We have lost within last few weeks Marshall killed, Noel prisoner, Soane
invalided, all experts and irreplaceable. Other officers are in hospital and
several are in poor health and will require leave. Shortage of political officers
is thus again becoming very acute.
I have had to send within last few weeks officers to Hai and Hit and
four or five are wanted for Qasr-bShirin Hamadan line. These should be
active and experienced and know Persian.
Important agricultural and irrigation development approved of recently
demand half a dozen energetic District Officers with some acquaintance with
Arabic and with practical experience of civil works preferably.
In fact at least a dozen good officers are needed at once to fill existing
vacancies of whom half should know Persian and Arabic. What are prospects
of getting them ? I should he grateful for a reply by telegram. There are
now few officers with this force with the necessary experience for these duties.
General Commanding in Chief authorises me to say that above demand is
strongly supported by him and that he hopes that Government of India at
earliest possible moment will see its way to taking action thereon.

Operations.—On April 7th aeroplanes from Kasrishirin attempted to
proceed to Kermanshah, but were compelled to return owing to unfavourable
weather conditions.

D. D, S, & T. Base in his 17876 of January 16th {Diary No. 4050) to War
Section, Simla, stated that if my January and February butter demands were
met in full, India need despatch no further butter until next winter. Advice
now received of further despatch from India during the last fortnight of one
month’s supply for which I have not sufficient (storage ? ) And serious risk of
deterioration is involved by keeping here. Propose to return this consignment
to India. Do you concur.
