Can you now reply as to what animals for India you will take ?
Until I can get rid of surplus animals it is impossible to reduce remount
squadrons and connected followers. Strongly recommend to you our L. D.
mule as a most valuable animal.
Assuming you are unable tc take the animals for Government purposes what
are the possibilities of finding a market for them in India.

In view of the fact that the situation in Persian Azerbaijan affects most
closely the political and military situation in North Persia, it seems desirable
that the intelligence systems in the former should be controlled by General Offi
cer Commanding, North Persian Force or from here. No information reaches us
at present from Persian Azerbaijan via Caucasus. Suggest locating an Intelli
gence Officer at Tabriz forthwith, under orders of General Officer Commanding,
North Persian Force. Can arrange for an enterprising and reliable agent to
assist him in the organisation of a system throughout Persian Azerbaijan in con
junction with systems in Gilan and Kurdistan.
2. In view of the Bolshevik menace to Krasnovodsk and Khorassan it is
important that the responsibility for the area on South Eastern Caspian should
be clearly assigned. It is divided at present befween General Malleson and Gen
eral Officer Commanding, North Persian Force, but apparently neither has any
organised system there. The situation for the moment affects General Malleson
more closely than General Officer Commanding, North Persian Force.
Suggest intelligence officer at Astarabad should beappoin f ed by the former,
to collect information from the Astarabad Area and to report to General Malleson
and to Tehran. If required, I can put him in touch with agents and can pass
on information to General Officer Commanding, North Persian Force.
The Persian Government has asked for British assistance in dealing with
the situation in Astarabad, and the present moment is opportune for installing
a British Intelligence Officer in that quarter.
