Beference General Baghdad’s cable No. X.-5545 of 4th March (Dy.
No. 16711) 1919, and letter No. R.-D. M.-1958 of 6th March 1919 (Dy.
No. 23898) I have the honour to forward herewith a revised statement of
estimated shortages and surplusses and also a supplementary list of units of the
Post Bellum Army.
2. The changes in item 12 of the statement are due
(a) to the revision in the War establishment of the Post Bellum Army
and consequent revision of 22 per cent, reserve.
(&) the 13th Lancers being now shown as having taken 230 British
Cavalry horses to India and not 350 Indian Cavalry as shown
previously.
3. It will be noted that of the 4250 Artillery Draught shown as surplus
1083 have been already shipped to India.

- Matters relating to the administration of Mesopotamia, including: arrangements for the financial management of British administration; conditions of employment for Army officers hired to work in the civil administration; and the creation of administrative provinces, including an ‘Arab province of Mosul’ and a ‘fringe of autonomous Kurdish States … with British political advisers’
- Maintenance of waterways in Mesopotamia
- Discussion of the creation of a daily train service between Baghdad and Basrah [Basra] carrying mail and passengers.
