Presume the intention is that War Office should supply one-third and Indiai
two-thirds of Medical Officers for Mesopotamia.
Are Medical requirements for Egypt and Mesopotamia Post helium Garri-
sons to be calculated on a peace basis or at War Establishments ? India can
supply neither the number of Medical Officers nor Assistant Surgeons on
either peace basis on War Establishments.
Suggest that tne former be replaced by Medical Officers engaged in
England for short-term contracts and the latter by British Non-Commisioned
Officers or Warrant Officers.

My telegram 537, January 15th (Diary No. 4411) I have now visited
Ahwaz and' discussed situation fully. Troops have been withdrawn from oil
fields and garrison at Ahwaz reduced to (1 grp. undec.) cavalry with a squadron
at Shuster.
. His Majesty’s Consul, Ahwaz, in absence of specific sanction of His
Majesty’s Government to proposals made in my telegram of September 23rd,
7920 (Diary No. 77013) made with my approval certain payments to the
Ilkhani The paramount chief of certain tribes in south west Iran. between October and December to enable the latter to maintain a
small force of Sowars, but did not commit Government to a continuance of
these payments which were of the nature of secret expenditure. These
payments ceased entirely in March 1919 so far as His Majesty’s Treasury is
concerned and will not be renewed without previous authority of His Majesty’s
Government. The Bakhtiari position has changed considerably durino' last
few months and may he considerably affected by pending negotiations with
Persian Government. His Majesty’s Vice-Consul (P proposes to) visit
Tehran in July or August to confer with His Majesty’s Minister. In the
meantime no special action seems called for.

  • Matters relating to the administration of Mesopotamia, including: arrangements for the financial management of British administration; conditions of employment for Army officers hired to work in the civil administration; and the creation of administrative provinces, including an ‘Arab province of Mosul’ and a ‘fringe of autonomous Kurdish States … with British political advisers’
  • Maintenance of waterways in Mesopotamia
  • Discussion of the creation of a daily train service between Baghdad and Basrah [Basra] carrying mail and passengers.
