1. The cost of return passage to Mesopotamia of British officers and other
ranks, who proceed to England for demoblir.ation with a riew to re-emnlovment
in Mesopotamia in cml capacity, should be charged against revenues of occu-
pied territory.
2. That subject in all cases to absolute maximum of the three years, Civil
Commissioner be authorised in amplifying instructions of January 24th to
exercise certain latitude in fixing period of temporary contracts for engage
ment of officers for civil Administration. 63 &

General Officer Commanding to engage officers under temporary contract for
employment m quasi Civil Departments not yet transferred to Civil Adminis-
tion on conditions similar t > those applying to engagement of officers for Civil

„ Above applies to railways as well as other quasi civil departments though
pending declaration of peace and selection of mandatory for Mesopotamia
actual transfer of railways from military to civil must be deferred. As regards
otner quosi civil departments general discretion is given to Civil Commissioner
to accept transfer from military authorities as permitted by circumstances.

connected correspondence.

sent complete at once. A local ambulance convoy service can be improvised
there. If you can make this do, deprecate sending other than Motor Ambu-
