sidered advisable to issue a pamphlet to officers commanding all Indian regi
ments and depots in India explaining the scope of the new Act and drawing
attention to the false rumours circulated by agitators in connection therewith.
2. Although a general distribution of copies of the pamphlet to Indian
troops in the field or in garrisons overseas may not be necessary T an * to for
ward copies for Your use in case they are required.
3. It is conceivable that the troops serving overseas have as yet very little
knowledge of the Itowlatt Act or of the agitation aroused thereby. Accounts
of disturbances in various parts of India will however reach the troops through
the medium of their private correspondence. You will be in a position
to judge, whether the distribution of this pamphlet to Officers Commanding
Indian Units would have a beneficial effect or whether by reason of the
ignorance of or lack of interest in the cause of the recent disturbances displayed
by Indian soldiers, it would be preferable to withhold its issue.

Having given the matter careful consideration, I am of opinion that until
the Samav r ah Hillah section of the Basra-Baghdad railway has been completed
the Kut-el-Amarah-Baghdad railway should not be pulled up. My reasons
are that, politically, the pulling up of this railway would be a bad move, it will

our withdrawal from the country. From a military point of view, it means
the lengthening of our communications by several days, at a time when the
river is at its lowest. The minimum requirements of the Director of Railways
to complete the Emphrates line as follows :—
100 miles of rails and fastenings f complete, not less than 50 lbs. weight
t one change an( ^ 100,000 sleepers. At the latest, these
should arrive during September and Octo
ber. Can these be supplied from India, or elsewhere ? The line will probably
be through by the end of November, provided that the material begins to
arrive early in September and is all received by the end of October.

  • Matters relating to the administration of Mesopotamia, including: arrangements for the financial management of British administration; conditions of employment for Army officers hired to work in the civil administration; and the creation of administrative provinces, including an ‘Arab province of Mosul’ and a ‘fringe of autonomous Kurdish States … with British political advisers’
  • Maintenance of waterways in Mesopotamia
  • Discussion of the creation of a daily train service between Baghdad and Basrah [Basra] carrying mail and passengers.
