Reply to 60676 of 14th July. Agree to present terms unless you can
better them in Imperial interests. Leave is being given and number of re
engaged men will be notified to you. See last sentence our Q—2965 of July
19th (Diary No. 59487.) Our policy is to at once amalgamate existing Corps
into 16 groups, these to be filled up by drafts of men and officers sent by you.
Any excess over and above time expired discharges will be balanced by release
of men under duration engagement, but am prepared to receive any complete
Corps it may suit you to send,, or we will reduce others in their place.
Numbers now asked for are based for the first time ou an estimate of work to
be done and any examination of the situation, of which essential factors are
approaching release of Turkish prisoners, large amount of tonnage to be hand
led, completion of Railways, Cantonment for 50,000 men, necessity for releas
ing local labour for local development.
