Labour in Mesopotamia. Your proposals for the period of transition are
agreed to by War Office on the understanding that additional labour is enlisted
only up to a limit of Civil Administration’s estimated requirements and no
avoidable delay occurs between enlistment and commencement of civil
employment.
As regards Mesopotamia’s post-war requirements I think it should be
understood that supply of labour by India is conditional'on grant of reason
able facilities for Indians to settle in Mesopotamia.
This is with reference to your telegram of the 21st March (Diary
No. 20756).

My telegram 4th July, A.-4873 (Diary Ko. 57473) the arrangements
initiated by General Marshall for presence of ladies in Mesopotamia next

autumn are now complete and there are many families of both official and
unofficial here already. Passages should be given as far as available to officers
and soldiers’ wives (?) likely to be in Mesopotamia itill June 1920. Ladies
spend summer here and in Persia and no doubt Indian hill stations under
Post Bellum conditions can accommodate the small number who may wish
to go there.
