2. Haying enlisted a nucleus of 30 mounted men, Malleson, in April last,
asked our permission to expand to 100, and to be prepared to expand, if neces
sary, to 300. Tehran supported the proposal and we approved.
On June 27th, Malleson wired that good material was forthcoming and
requested permission to enlist to a total of 300 immediately. In view of the
Trans Caspian situation, we have approved in anticipation of your sanction.
The estimated cost of whole 300 is 8,000 tomens monthly or less. Their
duties are to maintain order in turbulent area, act as despatch riders on
Kuchan-Bajgiran and Kuchan-Bujnurd roads, deal with the armed g an g s of
refugees which are constantly entering Persia, and generally to serve as
military support in case of incursion by Bolsheviks. Malleson also states that
they have a marked steadying effect on the Khan of Bajnurd.

Your telegram Q.-278 July 2nd (Dy. No. 57029). As the mobile workshop
vehicles of No. 1 Bloating workshop are unserviceable the plant and equipment
alone would be difficult to employ as intended and need not be sent. II Packard
Workshop and 28 store lorries have been offered and accepted and 10 and 20 of
these respectively have been received and 4 and 8 respectively are awaited.
Can you make available a further 4 Packard workshop and eight store lorries
in lieu of the floating workshop ?

Foreign Office consider that at present it is politically undesirable that any
steps should be taken likely to create a suspicion that decisions of Peace Con
ference are being prejudged by His Majesty’s Government. Formation of
councils approved in my telegram of 9th May (Dy. No. 35913) was sanctioned
solely as steps towards evolution and decentralisation of temporary military
administration. Decision must not necessarily be assumed to imply permanent
combination of provinces or permanent guardianship of His Majesty’s Govern
ment, you should therefore refrain most scrupulously from any action giving
rise to impression in Mosul Villayet or elsewhere that future political status of
Mesopotamia has been already decided upon.
