51062), dated 14th May 1918. Ten percent, reserve mentioned in paragraph
3 c (1) will not be sufficient to meet ordinary peace wastage at twelve per cent,
for one y< ar. I therefore propose leaving in Mesopotamia twenty-two per cent.

reserve to meet any emergency. This will obviate shipping of horses next
winter to cover peace wastage.

I wired Currency Bombay, 13th January, for 130 lacs One lakh is equal to one hundred thousand rupees specie so as to

quest to ship with least possible delay and wire date of shipment. On 7th
February I again enquired date of shipment J and emphasized urgency of de-
jehange of letters. mand and again on 11th February. Currency,
Bombay, replied 12th February that delay in the supply of specie was
due to transport difficulties and he hoped that portion would be shipped
16th February. The reserve in the currency chest had already been depleted
by stagnation of trade in December and subsequent non-arrival of specie would
have caused very serious situation but for an opportune boon in trade which
has enabled me to draw heavily on India and meet immediate requirements.
Special measures have had to be taken to postpone disbursements as far as
possible and the position is still one of anxiety. I request that special
measures may be. taken to ensure future indents being complied with
promptly and that I may he informed at once if delay unavoidable. If neces
sary I can communicate my requirements earlier than at present.

18th on the subject of dairies and grass farms, as Civil Commissioner has now
received authority from Secretary of State to take over irrigation and agri
culture.
