Batterv. Of these 2 officers and 65 other ranks are required for cadre to
proceed to United Kingdom. Only 16 other ranks in ,C S” Battery joined the
Colours since January 1st, 1916. Please telegraph whether you’ still require
the battery sent to India.

Unfriendly element in Baghdad have lately been occupied in attempting
to explain away recent expressions of pro-British sentiments at meetings all
over Mesopotamia, which have come as a surprise to Baghdad politicians. The
suggestion is being disseminated tbat freedom of expression was not granted to
public opinion and I understand that a letter has recently been despatched to the
Sheriff through Kerbeia asking him to make representations to the Peace
Conference in this sense and to request that representalives of other powers
should be sent out to review the situation in Mesopotamia.

is fully recognised by us we deprecate quasi-monopoly or claim of any sort on
Government being given to any bank by pressure being put on them to open
out in Mesopotamia. Policy should in our opinion fair field and no favour

Banks to open out in Mesopotamia.
