I have no remarks to offer as regards the adequacy of the Establish-
Establiahments. ments for an entirely British formation
except that the remarks made under para
graphs 4, 5, and 6 below, apply as in the cases of Indian formations. For
Indian Divisions experience has proved the following establishment is neces
sary
Church of England ... ... ... ... 3
Homan Catholic ... ... ... ... 1
Non-conformist ... ... ... ... 1
In divisions containing Scotch or Irish units add 1 Presbyterian or 1
Roman Catholic.
4. Unless buildings are available it is essential that some means are oro-
vided for Chaplains to hold their services
illegible. which cannot be held in the open (Holy
Communion and Mass) and especially for personal interviews which require
privacy, and the hearing of confessions.
In hospitals the need is equally obvious.
I am of opinion that the following scale should be authorised :—
British Brigade ... ... 2 large Marquees
(i.e. 1 for each two regi
ments) .
Headquarters, British Division 1 large Marquee.
General or Stationary Hospital ... Marquee if hul not
and Convalescent Depot. available.
Casualty Clearing Station i Marquee.
5 Every Chaplain should be entitled to a horse, and even in some cases
a motor bicycle where units are much
* Transport - scattered
Allowance should be made for his personal baggage (which is not done at
present) and for his official baggage, namely, such things as Communion plate,
portable alter, hooks, etc.
6. The system of issuing books in hulk by Stationery Office to forma*
tions is not recommended, and I consider
Service Books. the peace-time method of issuing a Field
Service Prayer and Hymn hook to the soldier is preferable provided a strong
canvas cov^r can be provided.
