The necessity of ensuring that all 1914-15 Indian soldiers should be
given opportunities of getting leave home is being impressed on Government
of India by Secretary of State. When returning to India men who are in
excess of War Establishment and drafts of men which are to be replaced by
men horn India as shipping is available, please give every consideration to
this point. There are also those who will automatically be granted leave this\
year. To enable me to comply with the wishes of the Secretary of State could
you furnish some estimate of numbers affected in each unit to be retained and
any special recommendations you may wish to make.

vant. Local Government after careful examination of question, regret they
are unable to spare Comorant from Rangoon. Her capacity is 1,148 tons
gross and not 11,000 tons as stated in your telegram,

My 101051 (Q. M. G.-6), dated 19th December. 50,000 British and 100,000
Indian Troops should have left Mesopotamia as far as can be foreseen by the
end of April. Are you prepared, in view Of this reduction, to cancel monthly
demand for 25,000 sheep and goats. If so, from which date.
It is very desirable that shipments should cease as early as possible, on
grounds if uneconomical use of freight and the possible infection of horse ships*
