To—The Chief of the General Staff, Delhi.
1. I have to address you on the subject of the clerical establishment of
the Post War Army here.
2. I am at present unaware whether the requirements of the Army in this
respect will be drawn from the Indian Service, or from the Army Service
Corps Clerks ejection; but it would seem that at first, at any rate, the former
will have to be the source of supply.
I suggest that this be accepted, and in this event have the following
scheme to suggest.
3. The requirements of the Post War Army to be fixed by me at a certain
number of I. M. L. and C. M. S. C. men, and a proportion of soldier clerks.
4. During demobilisation I shall have to rely on those men of the Indian
Service who are on my strength at present reinforced by an ever dwindling
number of men drawn from the force
5. As Divisions are broken up I shall have men of the Indian Service
temporarily surplus. Some of these will require leave to India, and some leave
to England.
The former should be allowed to proceed at once and the remainder be
kept on for the present out here.
6. Those who return to India would either be kept by you and replaced, o r
allowed to return at the'end of their leave.
7. On thearival of their replacements, or on their return, these men would
set free other 3 from the post war formations who would be treated in the same
way.
8. I should eventually be left with new men, and those requiring leave to
England.
The latter would be allowed to go under the scheme which you have
informed me is now under reference to the Secretary of State.
I should endeavour to reduce the number remaining for leave to England
by giving a few leave vacancies from time to time as found possible.
9. Will you please inform me by wire if this plan is generally suitable.

In continuation of my No. A.-2553—31, (Diary No. 10666). In order to
secure volunteers from among men of the I. U. L. and C. M. S. C. to serve
in this country I suggest the followinsr measures.
2. The appointments on the staff of the Post War Army Head quarters be
graded for pay as in the ease of the Northern and Southern Command Head
quarters in India.
Those on Divisional and Brigade Head quarters be graded at the same
rate as similar appointments in India.
The Lines of Communication to be treated as a division.
The N. C. Os. to receive a Mesopotamian allowance of 50 per cent, on
their pay, until the cost of living falK W. Os. to receive concessions vide
A-2620—3 of 4th January (Dy. No. 6514), volunteers to receive either—
(а) Two months* leave in India, or
(б) Leave to England under the arrangements you are now making
with the Secretarv of State..

3. I am calling for volunteers under these terms subject to your confir
mation, which please send by wire.
