With legald to the troops in North-West Persia I do not agree with Gene-
ral Offieer Commanding, Force “D”, that these troops should be under the
b-eneral Officer Comuicinding, Cacuasus for tactic d purposes. The political and
military situation is entirely different, from Tiflis to Persia, signal communica-
10 ns are bad, and m addition the General Officer Commanding, Caucasus, has
qui e enough for one staff to carry out. My intention was to have only one
divisional commander in the Caucasus but it will be necessary to appoint a
Corps Commander and staff if more troops are to he put under the Divisional
Commanders order and his zone is to be extended.
