With reference to your telegram Nos. A.-550, dated the 31st December
1918 (Diary No. 83) and X.-4765, dated 1st January 1919 (Diary No.354,
I am directed to address you with regard to your probable requirements of
engineer officers for the Mesopotamian post-war garrison.
2. This information is required to enable us to determine to what extent
it is necessary to press the War Office for the return, in advance of general
demobilization, of a proportion of the officers lent from India. The Civil
Departments in India have been entirely denuded of their junior Boyal Engi
neer officers during the war, and of a considerable proportion of their seniors.
Owing to famine conditions in certain provinces the Fublic Works Department,
in particular, are in need of the Indian Army Beserve officers, belonging to
their cadre, who are now sorting in the Military Works Services; some have
already been given up, and more will be wanted shortly. The position of the
Military Works Services in India is as follows :—
Present requirements —210 officers, of whom some 80 only are regular
Boyal Engineer officers. The remainder of this temporary
cadre is mademp of 40 civilians and Upper Subordinates officia-
