In confirmation and amplification of my telegram No. 229 of 1st February
1918 (By. No. 8926), I desire to point out the following;—
(1) The all importance of the “tonnage” question in the present state of
war emphasises the fact that the Maritime functions of a Coast W/T Station
must take precedence over any other purposes for which it may he used. This
is the governing factor on which my proposals for Naval control of Coast
W/T Stations were originally based. The principal object of such Naval
control is that I may communicate direct with each Station, supply them with
up to date editions of Codes, Call Signs, and Operating Signals, and keep them
informed direct and without delay of such intelligence as will expedite the
carrying of their maritime functions into effect
