1. A precis of the Government’s views was given in my telegram, dated
November20th, No. 01044 (Dy. No. 95247). The situation at the front is not
viewed with similar alarm by our officers, who have been warned to look out for
any sign of treachery. The enemy is in even worse case than our Russians and,
as the whole region between the Oxus and Bahrain Ali is waterless and he is
moreover very short of locomotives and rolling stock, it is out of the question
for him to concentrate any numbers for attempts at breaking through. Artil
lery is our great need.
2. There is no desire on my part, nor on that of the Askabad Government
to employ the squadron and company elsewhere than in Askabad. They were
asked for solely for the purpose of keeping order in Askabad. I have now
ordered this move to take place at once in view of the financial crisis and grave
danger of local disturbances.
3. Assuming that we shall owe the Askabad Government 5 million roubles
for supplies, I am giving bills for 1,000 roubles each (which the Government
is going to decree legal tender just as bank notes) to total 5 millions payable
here in 3 month ’ time in roubles, and bearing no interest.
