(5) The Allies should give provisional recognition to autonomous
provincial governments at once in Georgia, Russian Armenia, Caucasian
Azerbaijan leaving the question of Russian suzerainty in abeyance.
Under these conditions a small allied gendarmerie would suffice and
be welcomed.
(c) The form of Russian central government of the future is source
of intense anxiety and suspicion.
A large army of occupation may he necessnry for considerable time,
if we force them to accept any supreme Government before they can
satisfy themselves that it bears no relation to the old Russian Regency
in Caucasus.
