Post -war garrison of Mesopotamia will probably be 2 Indian cavalry
brigades and 2 Indian divisions with auxiliary units. On this basis do you
consider cantonment necessary ?

I undoubtedly consider that cantonments are necessary if troops are to be
kept in this country for any considerable time under peace conditions, jn
winter it is wet and cold and in summer extremely hot.

I am directed to refer to the correspondence ending with your Director
of Bemount’s telegram No. B.-8222, dated 9td» November 1918* (Dinry No.
91065), on the subject of the disposal on demobilization of animals with
which the Demount Services are concern< 3 d.
2. It will facilitate all further correspondence between us on this
s ubject if the classification of animals into the three Categories “A,” “ B ” and
“C” be confined strictly to that shown below: —
Category “A” includes all “fit for service” animals to be utilised
for the Mesopotnmian Army or the Army in India.
Category “ B" incudes horses not fit for service but fit for disposal
to the civil population for commercial breeding or other ec momic purposes.
Category “ C” includes horses unfit for any purpose and to be destroyed.
3. To admit of a correct view of the situation by you, I am to enclose
