of Persia at Peace Conference. He again urged exceptional position of Persia
in having been made a theatre of war by both sides and having suffered
gratuitious invasion by Turkey in Azerbaijan. I told His Majesty that I had
fully stated the Persian case to His Majesty’s Government. I explained your
reply as I had already done to Cabinet. The Shah went on to say that this
was* a burning question for Persians at present and begged me to approach
you again at his personal instance and in doing so to assure you that though
doubtless little now remain in public mind of mistrust or unfriendly feeling
towards Great Britain, yet in his opinion it would greatly facilitate our future
policy and improve our position if it could he arranged for Persia to be
officially represented and if it were known that by our friendly exertion we
had brought this about, I promised His Majesty that I would place his
representations before you.
In my telegram 941 (Dy. No. 89640) I indicated the considerations which
I thought might make it worth our while to earn merit by assisting
Persia.
Tbev have not mentioned case of Luxembourg to me, but it occurs to me
that she is in much the same position as Persia and that possibly the former
on one side and the latter on the other might be admitted to conference as
“Honorary Members,” not of course to express their views as to terms to be
imposed on enemy, but in order to secure definite representation at subse
quent deleberations which must presumably follow. Tailing that perhaps
•bey could be officially admitted at second stage when compensation of neutrals
is discussed.

Conference and I crave indulgence if I am astray. But I hope that it ma^
h possible for His Majesty’s Government to use their good offices with ou
Allies on some such lines as those indicated, and to allow me to inform
Persian Government that they are doing so. To tahe initiative, rather, than
1° yield to possible initiative of one of the Allied Powers, would obviously
be much more advantageous to us. This refers to your telegram No. 578.
