The question of maintenance of Norperforce during the winter has been
carefully considerad and the following conclusions come to :—
1. The present force in N. W. Persia can be maintained only by issuing a
total prohibition of all imports into N. W. Persia for at least 4 months ; the
necessary local transport can be obtained in this way only. Prom financial
and political point of view this course is very undesirable and political

transport would be obtained if this prohibi
tion is issued. *
2. In order to reduce numbers dependent on Persian Line of Communication
I therefore propose the following steps:—
(a) All work on Persian road except actual maintenance to cease at
once since it is impossible to maintain labour on the road. L. of C.
ration strength of 20,000 will thus be reduced by at least 50
per cent.
(5) Withdrawal from Norperforce of 1 regiment of Cavalry and 1
Battery.
(c) No reinforcing drafts to be sent to units in Persia.
3. It may be possible by above action, to maintain 1 Infantry Brigade
and attached troops, now in Hamadan-Enzeli area, during the winter. But
this is not certain and later it may be necessary to reduce this force. These
calculations do not allow for detachment at Baku which must be maintained
from local sources until the Batoum-Baku line is open. Latter would be best
line of supply for all troops between Caspian and Harnadan.
4. Above situation has arisen owing to :—
(a) Reserves on which I was reckoning for the supply of the force
during the winter being consumed by influx of refugees.
(b) Shortage of M. T. see my X.-2S35 of October 8th (N. R. W. S.)
