Noel continues:— Begins .— (? Kurdistan) is so (? well disposed) that, pro
vided w T e take prompt and vigorous action now, difficulty need not he anti
cipated in creating Kurdish State under our protection and with control by
Political Officers over general policy. Movement so strong in Sulaimaniyah
at all events that I strongly advise immediate despatch of qualified officers
to assume direct charge of principal administrative services.—
l am arranging to do this despite the consequent strain on the resources
of this administration already hard pressed to find officers for Mosul Vilayet
and threatened wfitk the extra work of demobilisation.
Noel proceeds to recommend immediate initiation of similar movement
at some Kurdish centre north of Mosul. This 1 will consider as soon as
possible. . He is arranging a conference of 50 to 60 Kurdish chiefs at
Sulaimaniyah at the end of this month, and I shall endeavour to attend it.
