Personal .—Reference your telegram of 16th instant. No. 185 (Diary No
92973). ^
As regards paragraph 5. I consider that asBaku will be the chief base
for Caspian fleet, control of Caspian Sea should come under General Officer
Commanding, Caucasus, as soon as through communication is established
between Baku and the Black Sea. I should prefer that my own responsibili
ties should be confined to North-West Persia. I would propose to maintain a
detachment at Enzeli which is in Persia and therefore comes within the scope
of Persian politics; but am strongly of opinion that Krasnovodsk should come
under responsibility of General Officer Commanding, Caucasus, under whose
orders the fleet is, because the defence of Krasnovodsk is so linked up with the
