Eollowing from French Consul at Basrah, November 15th. Begins. My
Government has instructed me to undertake a charitable mission to distribute
relief in cash in order to relieve immediate need of poor in Mosul. Will you
very kindly ask military authorities to give me the necessary facilities to
accomplish this mission. Ends. Following is my reply sent with the approval
of the General Officer Commanding-in-Chief. Begins. Poor relief is at present
a responsibility which is being undertaken by military administration in Mosul
and it is not considered necessary or desirable that matter should be dealt with
by more than one
agency

In view of the depletion of India in regard to skilled artizans, and the
steadily increasing demands for those in connection with essential war work,
I am directed to request that all indents for skilled labour should be
most carefully scrutinized and that every effort should be made to utilise and
train such labour as may he available locally.
It is realised efforts in this direction are already'being made but the
present position in India renders it of the utmost importance that supply of
locally trained men should be developed to the utmost.
