1. Finance and administration of army agricultural and irriga‘ion schemes
and their control on Imperial Government’s behalf.
2. Whether expenditure in Mesopotamia which is chargeable to army funds
is being duly confined to services necessary for the prosecution of the war.
3. Possibility of charging to civil instead of army funds expenditure on
schemes such as those mentioned in 1.
4. Means of securing adequate local business control and supervision over
expenditure of such schemes.

Rides for Bin Saud. The promise conveyed in my telegram of the 13th
Snptember (Dy. No. 74178) that Bin Saud’s requirements will be borne m mind
aed may be met to some extent at later date is adhered to by His Majes y
Government.
Military Authorities here, however, for the present, maintain their objections
to replacement of 1,000 rifles.
It is pointed out by them that rifles already supplied were reported service
able by Ordnance and are identical with those issued to other Chiels in the GuL,
etc. [vide Baghdad telegram 6769 (Dy. No. 66334) August l 7 th J- The
Civil Commissioners recommendation is not, l note, affected by the recent deve
lopments in Palestine but His Majesty’s Government are of opinion that an
entirely new situation in Arabia has been created by I urkish debacle.
From Bin Saud we no longer require active military co-operation. Now
that the common enemy has disappeared from the scene, arguments against
supplying him with arms which could only be used against fellow Arabs, have
been greatly strengthened.
In the altered circumstances will it not suffice to let matter rest with promise
above cited ?
